That is completely insane - and really irritates me! Especially since I studied sign language interpreting in college, and through that, had several Deaf friends.
I guess that Shrub wants to treat people with disabilities as though they are incapable of making their own decisions - lovely.
I'll try not to grumble too much about that - but, oy ... I'm afraid.
