But... I thought in the original series there was no money... how did TNG become even more communal?

There was money, but we just arearely saw it. Figure that the majority of the action took place on a government starship which spent much of its time on the fringes of known space. Very few places to spend your money! But several episodes did make reference to some sort of economy in the background.
