People seem to forget he got an Oscar nomination for his first major movie. Or that he just did a hella good job playing Howard Hughs, or any one of the other good movies he's been in.
It's not about good or bad acting. It's about having some kind of passing resemblance to Theodore Roosevelt. I really don't think merely the glasses and mustache, as distinctive as they are, are enough to present a convincing illusion.
Yeah, well, she's said a lot of things I'd protest. ;-) But, my first reactions was WTF? And he pulled it off. That's what makes his latest few movies so hard to watch...
