Your local college probably has a Small Business Development Center. They will give you real advice on owning and operating a small business successfully, as well as having a good chunk of resources to throw at you. One of those will be a loan information sheet, and once they run the basics from that sheet, they'll be able to give you a list of local lenders who can/are willing to give you a small business loan.

One caveat - if you owe the gubmint money, you are not eligible for SBA-backed loans.

Step 1: Go to bank
Step 2: Request to speak with the loan officer
Step 3: Proceed to beg said loan officer profusely until requested loan is given, or security drags you out.

Lather, Rinse, Repeat at as many banks as you can get to.
