Actually, the way I read this is. Someone nicked the valuable and easy to convert to cash metals [the gold , the silver etc] and the bomb parts were dumped on Russia's doorstep to get rid off.
So even if Al- Qaeda have got the "pits" for a bomb, they're going to have to assemble it, and improvise some parts. You realise the first sign that they have nuclear materials might be an unexpected Ka-Boom somewhere on the Afganistan / Pakistan border. A nuke is bit harder to make than a pipe bomb.
Not that it wouldn't be a Bad Thing if they accidently nuked themselves, but I hope it doesn't happen. [in so far as I hope they haven't got hold of any of the fun stuff]
