I know I'm kinda late on this, but actually it does make sense.
You see, they have to test fire those motors once a month. And that's where the problem lies.

1.8 million cubic metres of toxic fumes per month [on a rotating schedule, so that every day, somewhere, there's a rocket producing a stack-load of toxic fumes.] These fumes are then vented to the environment, untreated.

I'm surprised the EPA hasn't jumped on them before now actually.
