Oh, this is rich. How is it a good idea to remove funding and pretty well kill a whole bunch of children's programming at minimum?

Children's programming? I thought we were talking about the ICRC. I'd like to see NPR's funding zeroed out, and PBS's too, but that's a separate issue. It's a good idea to remove the funding because using federal tax dollars for those purposes is a bad idea.

I've checked the Constitution, and I can't find anything in Article I, Section 8 that permits Congress to spend money on the ICRC (a private Swiss institution), NPR or PBS.
