First, this, then this from Kurt Hanson's newsletter:

"In a stunning victory for webcasting, both the Senate and the House of Representatives unanimously passed a revised version of H.R. 5469 late last night that clears the way for copyright owners to offer webcasters a percentage-of-revenues royalty rate, essentially allowing the parties to mutually agree to override the CARP decision of last spring."

So, if I'm reading correctly, that means webcasters pay royalties if they make money off of the music?

I'm not sure *exactly* what it means, but it's sure and hell supposed to be a lot better than the old version which would have ran fees in some cases equalling five to seven hundred times gross revenues of small webcasters.
