Parallel time. He opened up a temporal can of worms with that "other" Doctor that got left behind with Rose. That's one theory, at least.
Alternately, remember in The Two Doctors how it was made very clear the second Doctor, Jamie and Victoria were brought back by the Time Lords as basically temporal black ops, sent in for situations that the Time Lords would need plausible deniability for. That would be another path to parallel time.
Besides, with Gallifrey gone and whatever authority and control the Time Lords had over temporal reality now utterly gone, the rules have changed. In short, there are none now.
